Description
Generates a 3x3 area around the caster that increases DEF and MDEF of all targets in range as well as blocks all ranged physical and magical damage. Area will stay centered on the caster even if the player moves.
Applies to the caster and all players/allies/enemies inside the area of effect.
Requires player to be in a Madogear and have Barrier Builder in inventory. Consumes 1 Magic Gear Fuel.

Notes
- Works similar to how Pneuma behaves, but blocks physical and magical damage. Blocked damage will show as misses.
- All players/monsters inside Neutral Barrier will also have all their own ranged physical/magical attacks miss on targets unless the attack cannot miss. (i.e. magic skills, Acid Bomb, Cart Cannon)
- Does not prevent status effects, including ones caused by damage inflicting skills.
- Monster skills cast within 3 cells are considered melee and will not be blocked, with a few exceptions like Clashing Spiral
- Blocks damage from Earthquake. Does not block damage from Evil Land.
