Maybe it does have a level requirement

I tried this with a level 10 merchant (base level 14). I got the "peaceful feeling" message from the tree, but when talking to Manainne, all she says is that Hugel is a wonderful place to live, and nothing shows up in my quest list. -- Khym Chanur 14:46, 9 May 2010 (MDT)

Yeah, I tried again with base 40 and still nothing.
