I have an Eira and my cast time on level 4 cutter isn't 0.19 seconds. Its a very noticeable cast time. My Eira is 150 DEX/INT and the cast time is greater than 1 second. I can only conclude the cast time is 3 seconds variable plus 1 second fixed, which is giving me about a 1.2 second cast time.
