At this time, I don't know if Police Officer Salgran's Illegal Pamphlet Locations are fixed or randomized for each maintenance period. I'd have found more, but AoE attacks used on robots pursuing me also erased the pamphletss. If not randomized, approximate locations of some of these pamphlets are listed below:
