1. You need to be at least level 200 and have episode 17.1 Illusion completed.
2. To get access, go to northeast Einbroch's Cat on Bullet einbroch302328 and inside talk with Julma pub_cat9443 to get the permission.

   

3. To enter the 4th floor, go to the 3rd floor of Rudus and talk with Paian at sp_rudus338042.
